Floods, the Guaíba, and where to live after 2024
In May 2024 the Guaíba overtopped the city’s defences. The river rose above 5 metres. Centro, the islands, Humaitá, Sarandi, parts of Cidade Baixa, Menino Deus, Praia de Belas and a long list of low creeks flooded. This was an extraordinary public disaster, and the city and state have been working to improve flood defences; it will take time to implement everything, and the city is still dealing with it.
My recommendation: do not pretend this is ancient history that will never happen again when you sign a 30-month lease.
What to ask every agent
- Did this unit take water in 2024? Not the neighbourhood. Ask about this building and this floor.
- What floor is it? Ground floors and pilotis on low streets flood first. A 7th floor in Cidade Baixa is a different object from a house on the same block.
- Where does the rain go? The Arroio Dilúvio, buried creeks and clogged storm drains flood even when the Guaíba behaves.
- Is there a working pump, generator and floodgate? Many condo buildings installed these after 2024. Some did not.
- Parking. Underground garages filled like tanks. If you will have a car, this is not a detail.

Centro Histórico, Cidade Baixa, Menino Deus, Praia de Belas, Farroupilha, Sarandi, Humaitá, Navegantes, Arquipélago (the islands), Floresta, Cristo Redentor, Partenon, Jardim Botânico, Santo Antônio, Medianeira, Ipanema, Guarujá.
This is not a ban list. It is a due-diligence list. Plenty of people still live well in Menino Deus. They live on higher streets and higher floors.
Where people went
Right after the flood there was a “flight to high ground”: Petrópolis, Mont'Serrat, Bela Vista and higher apartments everywhere. Prices rose, then started to settle.
How to check for yourself
- Search the address with “enchente 2024”.
- Look at the Prefeitura risk / flood maps(opens in a new tab) (SMAMUS digital maps).
- Ask neighbours, not only the agent. The doorman usually knows.
Insurance
Home insurance in Brazil is optional and often skipped. After 2024, do not skip it if you are in a risk area, and read the flood clause. Many cheap policies exclude flooding.
